Request Summary: In January 2019 the IRB implemented a policy entitled "Claims that can be accepted without a hearing" (hereinafter the "January 2019 Policy"). The January 2019 Policy included a list of countries and sub-national groups eligible to have their claims “accepted without a hearing” (the “Country List”). With respect to January 2019 Policy and the Country List, please provide all documents and records produced at any time, regardless of format (“all documents” or “all records”) with respect to the following: Prior to January 2019 Policy Any/all records pertaining to pilot projects run by the IRB before the announcement and implementation of the January 2019 Policy that were predicated upon the identification by the IRB of a particular country or sub-national group. With respect to pilot projects, please provide the following information as well: A list of each pilot project, the official in charge of the program, any hierarchical breakdown of roles within IRB assigned to each project, and funding allocations for the projects. All documents pertaining to the development, approvals process and implementation of each pilot project. National and sub-national groups considered for pilot projects. All third party consultants that were contacted by the IRB when developing the pilot projects.
