Request Summary: I request policy, directives, guidelines, or other internal guidance in all formats (including internal e-mail) that are currently in use for the delivery of passports to representatives and applicants. For context, s.10(2) of the Canadian Passport Order provides for the delivery of a passport to an applicant's representative if ID and the applicant's consent letter is provided; however, the IRCC Passport Program staff assert they are prohibited from delivering to a representative despite the legislation. Provide only English versions where multiple languages are available. Include only final versions or latest drafts of documents, and last complete email chains. Remove non-relevant records and identify them as such.
