Request Summary: I request materials related to the publicly available “Settlement Outcomes Highlights” report released by IRCC in July 2021. The full title of the public report, which is not a document I am requesting given that it is already publicly available, is “Settlement Outcomes: Highlights Report - Summary Findings from IRCC’s First Settlement Outcomes Report 2021”. This document makes reference to the full report on which the Highlights report is apparently based. I would like to request 1) the full report referenced in the Highlights report; 2) documents or correspondence providing instructions related to the creation of the full report; 3) all materials in the Highlights report, and the full report on which it was based, which are referenced as “IRCC internal documentation” therein; 4) correspondence related to how the report operationalized or defined ’value for money’ as an evaluation metric, and also material related to the ’definition of success’ mentioned in the Settlement Highlights Report; these are mention in the summary 'Highlights Report' - and I assume appear in the full report it is based upon. I formally request any material related to how these were operationalized or defined for the purposes of drafting or developing the report; 5) documents or correspondence that directly informed the development of the report related to funding transfers to provinces for immigration and refugee settlement over the period 2015-2019; 6) Correspondence related to how the findings of the full report have informed IRCC’s subsequent program and policy initiatives impacting the settlement sector from July 2021 to present.
