Request Summary: For the period February 1, 2016 to January 1, 2022, I would like to obtain copies of briefing notes (including annexes), discussions/opinions/position papers, emails (including attachments), ministerial announcements or news items, policies and directives, reports, proposals/drafts as well as the discussions/presentations/reports with respect them, and presentation materials with regards to: the phase out of the form CIT 0404 and the design, rationale for design, drafting, and implementation of the form IRM 0002 titled "Request for a Change of Sex or Gender Identifier". Also, please provide any internal discussions/presentations/reports on why the IRM 0002 form does not include the option for holders of a document issued to a temporary resident to change their sex or gender identifier on a permanent residence application that they submit as a temporary resident, given that the IRM 0002 form only specifies the PR Card for the permanent residence line of business. Provide only English versions where multiple languages are available. Include only final versions or latest drafts of documents, and last complete email chains. Remove non-relevant records and identify them as such. Also remove materials that are an account of a possible or actual Cabinet confidence.
