Request Summary: In January 2019 the IRB implemented a policy entitled "Claims that can be accepted without a hearing" (hereinafter the "January 2019 Policy"). The January 2019 Policy included a list of countries and sub-national groups eligible to have their claims “accepted without a hearing” (the “Country List”). With respect to January 2019 Policy and the Country List, please provide all documents and records produced at any time, regardless of format (“all documents” or “all records”) with respect to the following: Please provide the list of countries and sub-national groups which were published at the time the January 2019 Policy was announced. All records made at any time showing the legal and/or policy making authority upon which the publication of the Country List (and the list as subsequently amended) were made. Please provide all records pertaining to the process for determining which countries and sub-national groups were selected to be added to this list, for each country and sub-national group added. All documents pertaining to the decision to remove the Country List from public display. If the Country List was amended at any time, please provide all records pertaining to the process of determining which countries and sub-national groups were added to or removed from the list, for each country and sub-national group added or removed.
