Request Summary: For the period January 1, 2024 to July 1, 2024, please provide: All records relating to the decision to create the Ministerial Instruction to not process Post-Graduate Work Permit (PGWP) applications at ports of entry. For clarity of which Ministerial Instruction I am looking for records about, it is published here under the heading DEPARTMENT OF CITIZENSHIP AND IMMIGRATION located at: https://www.canada.ca/en/immigration-refugees-citizenship/news/2024/06/canada-improves-fairness-for-applicants-by-ending-post-graduation-work-permit-flagpoling.html and the News Release here: https://www.gazette.gc.ca/rp-pr/p1/2024/2024-06-22/html/notice-avis-eng.html#ne1 In particular, include: 1) any analysis in deciding to instruct to not process PGWP applications at ALL Ports of Entry instead of just some types of PGWP applications or some Ports of Entry. 2) records related to the decision to issue this Instruction and associated News Release (as linked above) 3) records of any analysis on the impacts on clients of delaying PGWP issuance (e.g. delayed provincial healthcare eligibility, complications with seeking/retaining employment). 4) Records of any notice/consultation of the Instruction with non-IRCC parties before the June 21st and June 22nd public News Release and Canada Gazette publication (e.g. universities/colleges, lawyers, immigration consultants, associations/societies, CBSA, US government). Provide only English versions where multiple languages are available. Include only final versions or latest drafts of documents, and last complete email chains. Exclude duplicates. Exclude the linked Gazette entry and News Release themselves. Remove non-relevant records and identify them as such. Also remove materials that are an account of a possible or actual Cabinet confidence.
