Request Summary: We request copies of the background material/records, whether in physical or electronic form, including but not limited to reports, articles, memoes, notes, policies, directives, manuals and/or correspondence (including but not limited to letters and/or emails), that are used by IRCC officers to assess whether an individual is inadmissible to Canada pursuant to ss. 34(1)(b) and 34(1)(f) of the Immigration and Refugee Protection Act. We are particularly interested in the application of these sections to individuals who are suspected of being involved with the Syrian Interim Government or other Syrian opposition groups, and the background material/records used by IRCC officers to assess their inadmissibility. (for the period of March 2011 to July 21, 2023) Time frame amended to March 2011 to March 2024. OMIT THE FOLLOWING: -Records requiring consultation for confirmation of Cabinet confidence, -Records which relate to personal immigration files and thus would not be accessible as per s.19 of the ATIA. -Records requiring consultations with DOJ, -Records (or portion of records) requiring consultations with other governmental departments, -Records (or portion of records) requiring consultations with provincial partners and/or third parties. -Exclude e-mails, except for e-mail attachments only, that are of the type of records (briefing notes, memos, reports, analysis, letters and agreements) requested. -Provide only final versions, remove all instances of duplicates, and remove all instances of non-relevant information where the context of the relevant information is not lost. -Limit records to that received/prepared by or for the branch and individual that has or had primary carriage of this particular file , e.g., a DG, Director, or Senior Policy Advisor; As well, agree that we reword your request to provide you with all briefing notes which relate to your request at the ADM level and above. And be provided with all signed and approved Memorandums and/or Briefing notes.
