Request Summary: Disabled students in the province of Ontario who collect basic living support from the Ontario Disability Support Program (“ODSP”) have experience a claw back, by ODSP of education-specific grants and loans from the Canada Student Loan Program (“CSLP”). In the fall of 2021, Canada increased the Grant (from $2,000 to $4,000). At or around the time, Ontario’s Director of Income Maintenance (the “Director”) decided to stop treating the Canada Student Grant for Students with Disabilities as exempt from the ODSP claw back provisions and effectively began confiscating the entire $4,000 Grant from the disabled students, on ODSP, who received it. We are seeking confirmation of Canada’s knowledge of this claw back, and response if any to the claw back; as well as copies of email correspondence relating to the treatment of the Canada Student Grant for Students with Disabilities, as exempt or non-exempt from set off from the Ontario Disability Support Program, between the Ministry and the federal government. The timeframe of this request is from January 1, 2009 to October 25, 2024.
